The hidden cost of buying in Loomis

A small, semi-rural incorporated town between Rocklin and the foothills — larger lots, horse property, and a lot of well-and-septic parcels. Mello-Roos is rarely the story here; the costs that catch buyers are pricey PG&E power, foothill-edge fire exposure, and the well/septic realities that come with rural acreage.

Property tax

≈1.0–1.1%

Effective rate

Loomis lands near the 1% Prop 13 base plus a modest layer of voter-approved bonds — roughly 1.0–1.1% effective, low by county standards. As everywhere in Placer, expect a one-time supplemental bill about a year after closing for the gap between the seller’s old assessed value and your purchase price. Larger acreage or ag-zoned parcels can be assessed differently, so confirm the parcel’s tax-rate area.

Mello-Roos

≈$0–$400/yr

Most parcels little/none

Loomis is an established rural town, not a master-planned CFD build-out, so most parcels carry little or no Mello-Roos — a real contrast with newer west Roseville and Rocklin tracts. A newer infill subdivision can carry a special tax, so read the parcel’s tax bill to confirm rather than assume zero.

Fire zone + insurance

Moderate–High (edges)

Foothill-transition hazard

Loomis sits at the valley-to-foothill transition, so oak-woodland and open-space edges carry mapped Moderate and locally High fire-hazard zones under CAL FIRE’s 2025 maps — higher than flat Roseville. A rural parcel farther from a hydrant or fire station can also draw a higher rate on distance-to-service alone, and the highest-hazard edges can face carrier non-renewal. Utilities + well/septic

≈$290/mo

PG&E · 750 kWh

Loomis is PG&E territory — about $290 at 750 kWh (June 2026), roughly double a Roseville Electric bill for the same power. And many Loomis homes are on a private well and septic rather than city water and sewer: no monthly water utility bill, but well-pump power, periodic septic pumping, and pump/tank upkeep are ownership costs a city buyer may not budget for. Confirm both the PG&E territory and whether the parcel is on well/septic.
